Journal 2 Considering the six steps of the CRR planning process, I was able to initially identify the risk based on the annual loss in terms of the financial and economic burden a particular risk could leave behind, such as the community of Bexar County, Texas has been suffering a relatively higher rate of natural disaster, while human intervention seems to have been ineffective in order curb the negative implications from reaching the fatalities. (The annual loss was calculated using the formula used by the national risk index, where the Expected Annual Loss = Exposure x Annualized Frequency x Historic Loss Ratio). The county has an 8.41 ratio of population fatality rate in terms of average financial loss. In terms of priority, I had to give it to the natural disaster because when compared to the other risk factors like accidental impact, man-caused disaster, or hazards, in addition to a relatively high rating on the risk index and the county is subjected to a higher rating of risk in terms of social vulnerability and community resilience. Among 18 natural hazards listed in the national risk index, the county is subjected to 14 of them, out of which seven types of hazards serve as a relatively high risk to the county each year. After identifying the risk, it was important to understand the existing strategies, which have proven ineffective over a period of time in terms of probability and how the criteria of risk are being taken into account while drafting the strategies, and priority is also based on the how much the population and the financial factors are being impacted by the risk emergency events. One additional evaluation can be done by assessing how the current risk prevention, mitigation, and recovery interventions tend to serve the purpose in terms of effectiveness; after these factors were assessed, it was safe to mention that natural disasters are of relatively high risk.
